Procurement is a function of the supply chain and therefore falls within the broader scope of supply chain management that covers a number of disciplines and occupations in the fields of procurement, logistics and sales.
The importance of a progression path in support of continuous professional development within the supply chain, aligned to requirements of international professional bodies in this sector, becomes increasingly important in a global environment.
It therefore became necessary to ensure better alignment with international requirements as well as the need for better integration between the various supply chain components during the revision of the current South African Qualifications Authority (SAQA) registered qualification 91788: Occupational Certificate: Purchasing Officer.
This qualification is made up of the following compulsory Knowledge, Practical Skills and Work Experience Modules:
- Knowledge Modules
- Introduction to Supply Chain Management, Level 5, 10 Credits.
- Demand Execution Management Operations, Level 5, 10 Credits.
- Sourcing in Procurement and Supply, Level 6, 12 Credits.
- Inventory Management, Level 5, 10 Credits.
- Negotiating and Contracting in Procurement and Supply, Level 5, 10 Credits.
- Procurement Operations, Level 5, 13 Credits.
- Returns Management, Level 5, 7 Credits.
- Performance Management and Improvement of Operations, Level 5, 7 Credits.
Total number of credits for Knowledge Modules: 79.
2. Practical Skill Modules
- Develop Procurement and Supply Operational Schedules, Level 5, 6 Credits.
- Coordinate and Implement Procurement and Supply Operational Schedules, Level 5, 6 Credits.
- Develop a Sourcing Plan and Assess Suitability of Potential Suppliers, Level 6, 15 Credits.
- Prepare for Negotiations with Suppliers, Level 6, 13 Credits.
- Manage Contract Implementation and Service Level Agreements, Level 5, 10 Credits.
- Monitor Implementation of Demand Execution and Customer Relationship Activities, Level 5, 8 Credits.
- Monitor Operational Procurement related Activities, Level 5, 5 Credits.

Total number of credits for Work Experience Modules: 38.
The minimum entry requirement for this qualification is:
- NQF Level 4 qualification with Mathematical Literacy.

Integrated Assessment
Integrated Formative Assessment
The skills development providers will use the curriculum to guide them on the stipulated internal assessment criteria and weighting. They will also apply the scope of practical skills and applied knowledge as stipulated by the internal assessment criteria. This formative assessment leads to entrance into the integrated external summative assessment.
Integrated Summative Assessment
An external integrated summative assessment, conducted through the relevant QCTO Assessment Quality Partner is required to issue this qualification. The external integrated summative assessment will focus on the Exit Level Outcomes and Associated Assessment Criteria.
